Utility Bill Help Program

Utility bill help benefits that may be available to you if you were denied Low-Income Energy Assistance (LEAP) benefits.

The Colorado Public Utilities Commission is offering the Utility Bill Help program for the 2024-2025 heating season. Customers who qualify only pay a maximum of 6% of their monthly income on their heating bill.

You may qualify for the Utility Bill Help program if you meet both of the following requirements.

1. You are a current customer of Xcel Energy, Black Hills Energy, Atmos Energy, or Colorado Natural Gas (CNG).

2. You are receiving assistance from one or more state benefit programs including:

  • Aid to the Needy Disabled (AND)
  • Supplemental Nutrition Assistance Program (SNAP)
  • Supplemental Security Income (SSI)
  • Temporary Assistance to Needy Families (TANF)
  • Woman, Infants and Children (WIC)
  • Subsidized Housing (Housing Choice Voucher, previously Section 8)
  • Medicaid
  • CHP+

Please note that it may take up to 60 days to receive notice of your enrollment in an affordability program. This timing depends on your utility energy provider(s).
